The Outlaws Vinyl Record Albums Outlaws are a southern rock band formed in Tampa, Florida in late 1967 by guitarist/vocalist Hughie Thomasson, drummer David Dix, bassist Phil Humberg, guitarists Hobie O'Brien and Frank Guidry, plus singer Herb Pino.
